Your  ministers are giving sermons about honesty and pointing out others faults only ignoring their own. Last Parliament Session ended like women quarrelling for water at public taps. Even our President expressed his anguish by telling that our Parliament has been converted into an arena of combat rather than debate.  This is not a sign of good governance. Since we are living in Andhra Pradesh(AP) we can give examples from this state, that does not mean other states are better.

Demographic Imbalance Dangerous for National Existence and Identity

New Delhi . Census Report is not merely a data but is the
identity of the community. The demographic imbalance of Bharat has not
only challenged its identity but also posed threat to its existence.
Addressing a press conference in New Delhi, Dr. Surendra Jain, Joint
General Secretary of Vishwa Hindu Parishd also said that the identity
of Bharat is based on Religious Congregation of all communities,
Equality of thinking and seeing whole world as one family and this
exists only due to majority Hindu society. The decreasing Hindu
Population may become serious threat to this identity. According to
the census report 2011, the Hindu population has first time lowered
than 80%. The district or state where Hindus are declining in number
show a dangerous signal for future.  The entire Kashmir valley, three
districts of Bihar & West Bengal and nine districts in Assam are
giving a red signal for Hindu existence.

Civil Society organizations, educationists and NGOs have demanded to retain NO Detention Policy and strengthening of RTE Act, 2009 to avoid drop outs and increase the number of children out of schools. A collective meeting of different organizations was held today at Durga Bai Deshmukh Hall, Lodi estate, New Delhi.  Meeting has resolved that “this is a myth that quality of education is compromised due to the introduction of policy of No Detention of children in the same class till completion of class 8 otherwise termed as elementary education. Such a view has been expressed by few members of CABE and Bhukkal Committee.  But it is important to note in this context that several studies reveal that even after five years of the enactment of the RTE Act, 2009 less than 10% schools are RTE complaint; CCE is not implemented in true sense, 1.2 Million teacher posts are vacant across the country, teacher training institutes are paralyzed and more than 8% schools are single teacher school. Then, how can one claim that learning level is not improved while complete implementation of the RTE Act in letter and spirit is still miles away from its goals?”

Despite global resolve for its prevention, it continues to be an accepted and practiced tool for dominance. While the definition of torture is contested among organisations and academicians, what is agreed is that torture involves both physical and psychological methods of causing pain, distress or harm. Limited project based findings have highlighted the scale of its prevalence and institutional shortcomings in preventing torture, accessing justice and rehabilitation of the survivors. Unwillingness by the states to recognize its prevalence and address it has strained relationship between state and citizens.

Apeejay Stya University : A colourful,new start

The first day august 2015, of orientation at Apeejay Stya University saw over 100 students registering for various courses. The new students were welcomed with a traditional tika ceremony, chocolate and rose.

The campus was beautifully decorated for the arrival of new students. The walls and gates were adorned with flowers and orange, white and blue balloons. Doctors save fertility hopes of a patient with cervical pregnancy

Doctors from Sri Balaji Action Medical Institute took an unconventional approach for preserving the fertility of a patient reported with a rare form of ectopic pregnancy (occurring outside the uterine cavity) called Cervical Pregnancy. In such cases the foetal sac is formed in Cervix (the lower end of the uterus) and is associated with morbidity and disastrous effects on the future aspects of the patient’s fertility. The doctors shed down the traditional approach which suggests removal of the uterus and successfully treated the patient, keeping her hope of becoming a mother alive. There are only 15 more such cases of Cervical Pregnancy reported across the globe in which uterus has been saved.

Delhi Orthopaedic Association (DOA) believes that for cutting down road accidents it is necessary to have compulsory traffic training at secondary school level; the association also plans to give a petition to Delhi Government in this regards. Indian Orthopaedic Association (IOA) has marked this year for ‘Road Safety’ on the occasion of “National Bone & Joint Day 2015”. July 25, Delhi. The struggle of Aanganbadi women workers entered its 19th day today and their indefinite hunger strike entered its 3rd day. Condition of one of the strikers, Sunita Pundir, has become critical. Other strikers also are in serious condition. Meanwhile, a delegation of Aanganwadi workers tried to meet Arvind Kejriwal on July 24 in Babarpur, where he was present to attend to ceremony. However, AAP volunteers manhandled the Aanganwadi workers and tried to drive them away. All of this happened in front of Arvind Kejriwal. AAP volunteers said that if you are not getting wages, why don't you do some other work! Showing the height of insensitivity, Arvind Kejriwal did not even talk to them.

THE ECONOMICS OF NET NEUTRALITY : Enforcing Net Neutrality: A continuous monitoring challenge

New Delh : The Indian Legal Foundation (TILF) in association with Grandmasters India conducted a Brainstorming and Forum Discussion in India Habitat Center, Lodhi Road, New Delhi. This day-long session focused on the various aspects of Net Neutrality. As the Department of Telecom (DoT) panel lead by Shri A.K. Bhargava released its report on Net Neutrality, there still remained concerns among the Free Internet proponents about the enforcement of Principles of Net Neutrality.  The DoT panel suggestions on enforcing Net Neutrality included enacting a law, amending Licensing Conditions, creating a DoT monitoring cell and also creating training institutions to monitor Net Neutrality violations. However, all of these seem to be soft approaches for bigger violations that impact Principles of Net Neutrality.  There seems to be no recommendations on quantum of penalty or punishments in case of deliberate violations on Net Neutrality.

Protest against the Malwani Hooch tragedy in Mumbai


Delhi : Naujawan Bharat organized a protest demonstration today at the Maharashtra Sadan protesting against the Malwani Hooch tragedy in Mumbai. Malwani Hooch Tragedy is one of the worst hooch tragedies in the history of Mumbai. Malwani Hooch tragedy took place on 17 June 2015 in Malwani. When about 200 people lost their lives after consuming spurious alochol, many lost their eyes and some are still in hospital. The Government is trying to save the real culprits, and is being ignorant about the deaths of many daily wage workers and poor.

Striking nurses continue their strike for the 7th day.


Nurses working at the Patel Chest Institute who have been on strike since the past 6 days continued their strike today. The nurses under the banner of Delhi Nurses Union have been on strike demanding that the benefits as per the recommendations of the Sixth pay commission be given to them alongwith the Bonus and other benefits. ‘समागम’ 14 साल पूरे करने के ओर

 शोध पत्रिका ‘समागम’ जनवरी 2015 में अपने प्रकाशन का 14 वर्ष पूरे करने जा रही है। वर्ष 2014 का अंक एक गांधी के महात्मा हो जाने विषय पर केन्द्रित है। भोपाल से मासिक कालखंड में प्रकाशित हो रही द्विभाषी शोध पत्रिका ‘समागम’ का केन्द्रीय विषय मीडिया एवं सिनेमा है किन्तु मानव जीवन का हर पहलू मीडिया एवं सिनेमा से प्रभावित है अत: इससे जुड़े अन्य विषयों के शोधपत्रों का प्रकाशन भी किया जाता है। शोध पत्रिका ‘समागम’ का हर अंक विशेषांक होता है। 14 वर्षों के प्रकाशन की निरंतर श्रृंखला में प्रतिवर्ष जनवरी एवं अक्टूबर में महात्मा गांधी पर अंक प्रकाशन होता रहा है। अब तक के विशेष अंकों में लता मंगेशकर, दलित पत्रकारिता, रेडियो पत्रकारिता, न्यू मीडिया, पत्रकारिता के नये हस्ताक्षर के साथ ही पत्रकारिता के स्तंभ पराडक़र, माखनलाल चतुर्वेदी, माधवराव सप्रे, भवानीप्रसाद मिश्र पर प्रकाशित किया गया है। राज्य विधानसभा चुनाव एवं आमचुनाव पर भी विशेष अंकों का संयोजन किया गया है। इस आशय की जानकारी शोध पत्रिका ‘समागम’ के सम्पादक एवं वरिष्ठ पत्रकार मनोज कुमार ने दी।

Pakistan detains Zakiur Rehman Lakhvi for 3 more months

A day after Pakistan's anti-terrorism court granted bail to Zakiur Rehman Lakhvi, a key planner, facilitator and executer of the November 26 Mumbai attacks, the government detained him under the Maintenance of Public Order (MPO) rules for three more months at Rawalpindi's Adiala Jail on Friday.

The government has also decided to challenge the decision of Lakhvi's bail approval in the high court. "I will challenge the bail approval in Islamabad High Court on Monday," said Muhammad Azhar Chaudhry, government's prosecutor in the Mumbai attacks case.

Lakhvi's bail plea was accepted by the anti-terrorism court on Thursday and had set surety bonds of Rs 500,000 ($5000) for his release. He, however, was not released and the government on Friday ensured his detention under MPO, Chaudhry said. His arrest order under MPO came from the interior ministry, a jail warden confirmed.

While New Delhi strongly reacted to Lakhvi's bail release, the decision was also widely condemned on social media in Pakistan.

The timing of the decision was controversial as it came two days after the bloodiest incident of school carnage in Peshawar.



Lakhvi is among the seven persons charged with planning and helping carry out the 2008 Mumbai attacks that killed 166 people during a 60-hour siege in November 2008.

The seven accused - Lakhvi, Abdul Wajid, Mazhar Iqbal, Hamad Amin Sadiq, Shahid Jameel Riaz, Jamil Ahmed and Younis Anjum - are facing trial at the Adiala Jail in Rawalpindi.




Parliament condemns bail to Lakhvi

India on Friday rejected Pakistan's contention about insufficient evidence against Mumbai attack mastermind Zakiur Rehman Lakhvi and asked it to ensure reversal of bail granted to him as Parliament expressed outrage over the development and condemned it.

As members raised the issue in Lok Sabha, Prime Minister Narendra Modi said the bail granted to Lakhvi on Thursday has come as a "shock" to all those who believe in humanity worldover, particularly after every Indian shared the pain of the massacre of Pakistani children in Peshawar on Tuesday.

The Lok Sabha adopted a quickly-drafted resolution condemning the bail granted to Lakhvi and asked the government to take "all steps in its power, including through its relations with foreign countries, to put pressure on Pakistan to bring this matter to a satisfactory conclusion."

As the House stood as one on the issue sinking differences, Modi said India immediately conveyed its sentiments in the "strongest terms" to Pakistan and the future actions will take into account the agitated feelings expressed by the MPs.

Referring to the massacre in a school in Peshawar, he said, "The pain felt in India was no less than that felt in Pakistan. Every Indian had tears in eyes... But immediately after that this kind of behaviour has come as shock to all those who believe in humanity."

He assured the House that the sentiments expressed by the members will be reflected in government's actions on the issue.

Immediately after, external affairs minister Sushma Swaraj made a statement, saying, "We reject this argument that there is lack of adequate evidence."

She said by allowing bail to Lakhvi, Pakistan has made mockery of its pledge to fight terrorism "without any condition or discrimination" and asserted that Pakistan should immediately get this decision overturned.

99% Pakistanis are good people
 Sometimes I am really sad on reading your comments on fb.
 I have repeatedly said that 99% Pakistanis ( like 99% Indians ) are good people.
 In response some of you furiously attacked me, saying that we can never be friends with Pakistanis, that they are barbarians and terrorists, that they never sympathised with the 26/11 killings in Mumbai, that they persecute Hindus, Christians, etc, some asking where did I get the statistic of 99%, etc 
 I told you that I am a humble disciple of the great French thinker Rousseau, and my teacher taught me that men are good by nature, and my experience in life has confirmed the truth of Rousseau's statement. I found from my 69 years experience in life that 99% people are good.
 However, my teacher also said that good people are often corrupted by society and wicked people, and that is why some Pakistanis do bad things ( like some Indians ).
 As for statistics, these can always be manipulated. So I often do not rely on them,but choose to rely instead on my own experience in life.
 So I often get sad and exasperated when you people make such silly comments.
 I am your teacher, who wishes to teach you the truth and good things. I am your teacher not because I am inherently superior in intellect to you ( I am sure that when you reach my age many of you will become far superior to me ), but because of the knowledge I have acquired after tremendous study and reflection over half a century 
But when you people do not understand what I say even after I have repeatedly and patiently explained all this to you I sometimes feel that I am wasting my time, and that you are unworthy pupils who will never learn.
 But then I think, these are good people whose minds have been brain washed by decades of false propaganda, so i must continue to be patient and not loose my cool, and must continue patiently explaining the truth. It is because I really love you and am really concerned about your welfare that I continue on this path. Otherwise I would have abandoned you long ago, and retreated into silence and solitude. After all, I am not getting any personal benefit by teaching you, and often even get brickbats.

हमारी राजनयिक भाषा जापानी
उन्होंने उतने ही दु:ख से इस बात को रेखांकित किया जितना कोई भारतीय कर सकता है कि भारत की राजनयिक भाषा हिंदी नहीं बन पाई है. यहां अंग्रेजी में लिखे संविधान को अधिक विश्‍वसनीय माना जाता है. यदि कोर्ट में किसी फैसले की दो प्रतियां मौलिक मानी जा रही हो तो उसमें भी अंग्रेजी की प्रति अधिक सही मानी जाती है. जबकि हमारे यहां की राजनयिक प्रति जापानी भाषा में है. जापानी छात्रों का हिंदी नाटक
उन्होंने बताया कि ओसाका के प्रधान भारतीय कोंस्लावास के माध्यम से भारतीय सांस्कृतिक सम्बंध परिषद को अनुरोध पत्र लिखा. उत्तर मिला कि जापान में प्रस्तुत हिंदी नाटक का वीडियो भेजें, राष्ट्रीय नाट्य विद्यालय के मूल्यांकन के अनुसार फैसला होगा. सो, हमने अपने नाटक 'प्यार कैसे होता है' का वीडियो भेजा. काफी देर तक कोई उत्तर नहीं आया था, इसलिए हम आशा छोड. चुके थे. लेकिन जब भारत सरकार से औपचारिक स्वीकृति का उत्तर मिला तो मारे खुशी के फुले न समाए . इस प्रकार राष्ट्रीय नाट्य विद्यालय का आमंत्रण पाकर 23 दिसंबर 1997 से जनवरी 5 1998 तक ओसाका विश्‍वविद्यालय के इच्छुक छात्रों के हिंदी नाटक दल ने पहली बार भारत के चार शहरों (दिल्ली , वाराणसी, आगरा तथा मुंबई )में दो हिंदी नाटक (उक्त प्यार कैसे होता और राजेंद्र शर्मा कृत हास्य नाटक परदा उठने से पहले ) का मंचन करके भारतीय दर्शकों का दिल जीत लिया था. यह जापान की हिंदी नाटक मंचन की परंपरा के लिए एक महत्त्वपूर्ण ऐतिहासिक घटना थी. विदेशों में मंचन करने का यह सिलिसला 2007 तक हर साल चलता रहा और इस बीच कुल मिलाकर भारत समेत छह देशों और 38 शहरों में 79 बार मंचन हुआ था . स्वरांगी साने। पुणे, 16 दिसंबर
विदेशी पर्यटक की तरह उनके गले में भी कैमरा था और जिस जगह वे जाते उसकी तस्वीर कैद कर लेते थे. उनकी भाव-भंगिमा, कद-काठी और चेहरे-मोहरे से कोई भी कह सकता था कि वे जापानी हैं. लेकिन उनकी हंसी हर किसी को अपनी-सी करने वाली थी. जापान के 72 वर्षीय डॉ. तोमियो मिजोकामि से बात करना बहुत आसान है. बिना किसी दुभाषिए के आप उनसे बात कर सकते हैं इसलिए नहीं कि उन्हें अंग्रेजी आती है बल्कि इसलिए कि उन्हें हिंदी भी आती है.
ओसाका यूनिवर्सिटीज ऑफ फॉरेन स्टडीज में उन्होंने हिंदी के सैकड.ों छात्रों को तैयार किया है. उन्हें न केवल हिंदी बल्कि पंजाबी, बांग्ला, संस्कृत, अंग्रेजी और जापानी भाषा आती है. तिलक महाराष्ट्र विवि गुलटेकडी में भाषण देने आए मिजोकामि ने लोकमत समाचार से लंबी बातचीत की.
ओसाका विश्‍वविद्यालय के छात्रों द्वारा डॉक्टर योगी रचित नाटक 'हिंदी क्यों पढ.ते हैं?' का मंचन विवि में किया था, जिसका मार्गदर्शन मिजोकामी ने किया. उनसे पहला सवाल यही पूछा कि आपने हिंदी क्यों पढी? इस पर उन्होंने बताया कि मेरा जन्म पश्‍चिम जापान के दूसरे बडे. शहर कोबे में हुआ. यह टोकियो से 500 किमी की दूरी पर है. इस शहर में भारतीयों की संख्या सबसे ज्यादा है. किशोरावस्था में एक दिन मैंने एक सुंदर सी महिला को साडी पहने सड.क से जाते देखा. मुझे उसकी वेशभूषा और भाषा मनमोहक लगी. मैंने तय किया कि इस भाषा को सीखना है. तब पं. जवाहर लाल नेहरू का भी विश्‍व भर में रुतबा था. उनकी प्रेरणा ने भी मुझे हिंदी की ओर आकृष्ट किया.
चार साल का डिग्री कोर्स और फिर दो साल के पोस्ट डिग्री कोर्स ने हिंदी व्याकरण तो सीखा दी, लेकिन उसका सही इस्तेमाल करने के लिए ज्यादा से ज्यादा बोलना जरूरी था. मैं भारतीयों के साथ रहने लगा और हिंदी का अधिकतम प्रयोग करता रहा. उनका कहना था ,अंग्रेजी आप जरूरत के लिए सीखते हैं, लेकिन जो भाषा कौतुहल और जिज्ञासा के लिए जानी जाती है वो मान-सम्मान, प्रतिष्ठा दिलाती है. मैंने लाल बहादुर शास्त्रीजी को इंदिरा गांधीजी को बहुत करीब से देखा क्योंकि मैं हिंदी जानता था और वे हिंदी को जानने वालों की कद्र करना जानते थे. हिंदी आ गई तो भारत आने की भी इच्छा हुई. सबसे पहले 1965 में इलाहाबाद आया. वहां इतनी सुंदर हिंदी सुनकर मन प्रसन्न हो गया. पुणे में ही मैं 5-6 बार आ चुका हूं. मुझे याद है 1999 में बाल गंधर्व रंग मंदिर में हमने हिंदी नाटक प्रस्तुत किया था और मंचन हाउस फुल था. दूसरे दिन उसी रंग मंदिर में मराठी नाटक था वो भी पु.ल. देशपांडे का, लेकिन हॉल आधा ही भरा था. वो अभिभूत होने का क्षण था कि जापानियों की हिंदी ने लोगों को अपनी ओर खींचा था. मेरे द्वारा किए गए हिंदी शिक्षा में नाटकों के प्रयोग को सारी दुनिया में सराहा गया यह मेरे लिए बहुत बडी बात है. उन्होंने बडी विनम्रता से कहा कि हाल में प्रधानमंत्री नरेंद्र मोदी की जापान यात्रा के समय मैंने उसने हिंदी में बोलने का आग्रह किया जिसे उन्होंने स्वीकार भी किया. कभी जापान देशभक्ति के लिए जाना जाता था. इस पर डॉ. मिजोकामि ने कहा, अब सारी दुनिया के युवा एक जैसे हो गए हैं-निर्मोही.

A Blood Donation Drive to express solidarity with victims of Peshawar Attack is being organized by Aaghaz-e-Dosti and Aman Ki Asha, campaigns of Indo-Pak Peace and Friendship and Gandhi Global Family GGF.

It is observed that in this moment, there is a need to register the solidarity with people of Pakistan, as it was an attack upon humanity through which we all are associated regardless of all region, religion or any other identity. People in India and Pakistan are close to each other by heart, schools and organizations in all over India had already expressed their solidarity through observing silence, candle vigils and other ways. 

We, as a campaign, have seen a flood of messages on our social media accounts and emails from various people to express their solidarity. Now, we are organizing a blood donation camp to express our solidarity and to provide a space to everyone to come and to register their solidarity. With the blood donation, there is a message of love and duty that we all keep within our hearts towards another human being.

With this blood donation drive, we are protesting against those who do not respect lives, as we know that our blood will be helpful for lives who are in need. Blood donation drive is a purposeful towards spreading the message of peace, friendship and unity, towards standing together with the feeling os ‘us’. It is true that these blood, that will be donated on the day by people of various identities in terms of religion, region and others, will be utilized by people who are in need regardless of their identity.

By this way, we are also trying to give message that we all are part of human family and all other identities have been made by us, only to facilitate us, rather than to create hatred and fight.  We all believe in the society full of love, humanity, peace and unity.

What is Dry Eye Syndrome?

Dry eye syndrome is a chronic insufficiency of moisture in the eye. Its consequences range from

subtle but constant irritation to severe disturbance in day to day activity.

Tears moisten the eyes. They are much more than just water. They're a complex mixture of

water, fatty oils, proteins, electrolytes, bacteria-fighting substances and growth factors. This

mixture helps make the surface of your eyes smooth and clear. Without it, good vision is

Symptoms of dry eyes may include:

 A stinging, burning or scratchy sensation in your eyes

 A sense of a sand grain in your eyes

 Strings of mucus in or around your eyes

 Eye fatigue after short periods of reading

 Feel better with eyes closed

Dry eye syndrome has several causes. For some people, the cause of dry eyes is an imbalance in

the composition of their tears. In others its insufficient tears to keep the eyes comfortably

lubricated. Medications and environmental factors, also can lead to dry eyes.The common causes

1. Living in a dry, dusty or windy climate.

2. As a part of the natural aging process, especially during menopause.

3. As a side effect of many medications, such as antihistamines, antidepressants, certain 

   blood pressure medicines and birth control pills.

4. Another cause is insufficient blinking, such as when you're staring at a computer

5. Dry eyes are also a symptom of systemic diseases such as lupus, rheumatoid arthritis,

    rosacea or Sjogren's syndrome.

6. Long-term contact lens wear is another cause.

7. Certain eye conditions may cause eyes to feel dry and scratchy, like in blepharitis, an

    inflammation along the edge of the eyelids.

For most people who have dry eyes, it's a chronic condition. The goal of treatment is to make the

symptoms as less as possible. Effective treatment begins with a careful examination to determine

which factors may be causing your symptoms. The goal of treatment is to keep your eyes moist.

This can be done in a couple of ways:

Artificial tears: These are lubricating eye drops that may reduce the dry, scratching feeling.

Preserving tears: This can be done by partially or completely closing the tear ducts, which

normally serve to drain tears away. The closure conserves both your own tears and artificial tears

Medications: Dry eyes caused by problems with the meibomian glands and blepharitis generally

respond to specific treatment for the same.

Simple care at home can make these patients feel better, like

Avoid direct air currents - Don't direct hair dryers, car heaters, air conditioners or fans toward

Wear protective glasses while going out- Good quality sunglasses protect eyes from the harsh

UV radiations from falling directly into your eyes.

Use home humidifiers - In winter, a humidifier can add moisture to dry indoor air. Some people

use specially designed glasses that form a moisture chamber around the eye, creating additional

DELHI GOVERMENT CHANGES THE NAME OF 10 METRO STATIONS

Delhi Government has changed the names of ten Metro stations, including seven proposed stations under its Phase III of construction. The move comes after the recommendations of a committee constituted by the government for renaming of metro stations.
According to the transport department, the names of three existing Metro Stations - Tughlakabad, Badarpur and Okhla - have been changed and they will now be known as Tughlakabad Station, Badarpur Border, Harkesh Nagar Okhla, respectively.
"The names of seven other proposed Metro stations, which is being built under Phase III, have been changed," said a senior government official. The official also said that the proposed Metro station Shalimar Place will be known as Badli More, while the Municipal Corporation station will be known as Najafgarh.
Besides, Najafgarh Depot Station will be known as Nangloi and the name of Ghevra has been changed to Ghevra Metro Station. "Proposed Metro station Moti Bagh, which is also being built under Phase 3, will be known as Sir Vishweshwaraiah Moti Bagh. The name of Okhla (Phase III) station has been changed to Okhla NIC. Apart from that the proposed South Campus station will be known as Durgabai Deshmukh South Campus," he added

खाद्य सुरक्षा अधिकारी पदों पर अयोग्यों की नियुक्ति का मामला
अवमानना प्रकरण मे प्रिन्सिपल सेक्रेटरी एवं बाड़मेेर केे सीएमएचओ को नोटिस जारी, 4 सप्ताह मे एएजी से जवाब तलब
जोधपुर। प्रदेष मे मिलावटखोरी रोकने के लिए प्रभावी फूड सेफ्टी स्टेण्र्डड एक्ट के निर्धारित मापदण्डों को ताक मे रख कर नियुक्त अयोग्य एवं अपात्र खाद्य सुरक्षा अधिकारियों को हटाने केे मामले मे दायर अवमानना याचिका पर राजस्थान हाईकोर्ट के कार्यवाहक मुख्य न्यायाधीष सुनील अम्बवानी एवं न्यायाधीष प्रकाष गुप्ता खण्डपीठ ने बुधवार को सुनवाई करते हुए स्वास्थ्य विभाग के प्रमुख शासन सचिव मुकेष शर्मा एवं बाड़मेर के मुख्य चिकित्सा अधिकारी सुनील कुमारसिंह बिष्ट.के विरूद्व कंटेम्प्ट नेटिस जारी किए हैं।
पूर्व मे महावीर जैन की ओर से दायर एक जनहित याचिका पर हाईकोर्ट की खण्डपीठ ने प्रमुख सचिव को इस मामले मे स्पीकिंग आदेष जारी करने के निर्देष दिये थे। याचिकाकर्ता की ओर से अधिवक्ता एस.पी.शर्मा एवं दलपतसिंह राठौड़ ने पैरवी की। चिकित्सा एवं स्वास्थ्य विभाग ने हाईकोेर्ट के आदेष की पालना मे इस प्रकरण मे आज दिन तक कोई स्पीकिंग आदेष पारित नही किया और न ही अयोग्य एवं अपात्र खाद्य सुरक्षा अधिकारियों के मामले मे कोई कार्यवाही की।
अधिवक्ता दलपतसिंह राठौड़ ने बताया कि बुधवार को सुनवाई दौैरान हाईकोर्ट केे कार्यवाहक मुख्य न्यायाधीष सुनील अम्बवानी एवं न्यायाधीष प्रकाष गुप्ता की खण्डपीठ ने न्यायालय मे मौजूद अतिरिक्त महाअधिवक्ता राजेष पंवार को अवमानना नोटिस थमा कर उनसे अवमानना प्रकरण मे 4 सप्ताह मे जवाब दाखिल करने के आदेष दिये हैं। उच्च न्यायालय मे इस प्रकरण की अगली सुनवाई 8 फरवरी को मुर्कर की गई हैं।
क्या है मामला   
हाईकोर्ट की जयपुर पीठ ने 19 मार्च 2007 को स्वतः प्रसंज्ञान लेते हुए राज्य सरकार को आदेष दिये थे कि प्रदेष मे मिलावटी दूध एवं खाद्य सामग्री की बिक्री की रोकथाम के लिए असरदार कार्यवाही हेतु पर्याप्त पदों पर खाद्य निरीक्षकों की नियुक्ति करें। सरकार की ओर से जवाब दायर किया गया था कि लोक सेवा आयोग से रिक्त पदांें पर योग्य अभ्यर्थियों की नियुक्ति की प्रक्रिया करवाई जा रही हैें। हाईकोर्ट ने वैकल्पिक व्यवस्था के निर्देष स्वास्थ्य विभाग को दिये थे। याचिका के मुताबिक करीबन 90 लेब टेेक्निषियनों, कम्पाउण्डरों, स्वास्थ्य कर्मियों आदि को पात्र अभ्यर्थी उपलब्ध होने तक वैकल्पिक व्यवस्था के तौर पर खाद्य निरीक्षकों के पदों पर तैैनात कर लिया। राज्य सरकार की अपील पर सुनवाई करतेे हुए सर्वोच्च न्यायालय ने 11 अक्टूबर 2011 को हाईकोर्ट के उक्त आदेष को अपास्त कर दिया लेकिन उसके बावजूद भी सरकार ने वैकल्पिक व्यवस्था मे लगाये गये अपात्र एवं मापदण्ड पूरे नही करने वाले कार्मिकों को फूड इन्सपेक्टर पदों से हटाया ही नही। ठीक विपरित फूड सेेफ्टी स्टेण्र्डड एक्ट लागू होने क बाद इन्ही लोगों को खाद्य सुरक्षा अधिकारी बना लिया। एक्ट मे इस पद हेतु निर्धारित योग्यता येे लोग पूरी ही नही करते। याचिका मे आरोप लगाया गया कि ऐसे अपात्र लोगों की नियुक्ति के कारण प्रदेष मे मिलावटी दूध, तेल घी एवं खाद्य सामग्री की बिक्री व्यापक स्तर पर हो रही हैं जिस पर अंकुष नही लग रहा हैं। यहां तक कि खाद्य सुरक्षा अधिकारी लगे अयोग्य कामर््िाक सरकार द्वारा समय समय पर दियेे जा रहे सैम्पलिंग के लक्ष्य भी पूरे नही किए जा रहे हैं। याचिका मे सीमावर्ती बाड़मेर जिले मे खाद्य सुरक्षा अधिकारी पद पर नियुक्त एक कम्पाउण्डर भूराराम चैधरी एवं मुख्य चिकित्सा अधिकारी बाड़मेर को भी पक्षकार बनाया गया था।

Speeches on honesty should not be mere eye wash

Respected Sir,

We congratulate you on your accomplishments and efforts to reach national goals without any

hesitation. But we believe that sometimes you are carried away by irrational influence of some

people. We urge you to exercise greater caution and discretion before deciding on the course of

action.

Without that caution and discretion your motto of honesty would appear hollow and deceptive.

This is especially so in the case of Andhra Pradesh State where you are agreeing to anything that

the leaders suggest without an iota of doubt.

Take for example, the case of government employment. The going rate for the lowest position

of 'shift operator' post in electricity department is a bribe of three (3) lakh rupees or more. It is

commonly known that postings to some positions in any department are made purely based on

money transactions. All this does not fit well with the image of cleanliness that your government

projected.

Sir, Andhra Pradesh is one of your favoured state administrations. We request you not to be

carried away by the influence of wrong doers.

“IS OUR ARMY BEING DEFEATED BY OUR OWN GOVERNMENT?”

          In all 17 lives were lost in multiple fidayeen attacks carried out by Pakistani militants on 5 Dec 2014 at Uri in Jammu & Kashmir. Eight of them including a Lt Col, were army men. Understandably the rank and file of the army are seething in anger.

          For long there has been a total dissatisfaction all around on the quality of men who have managed to rise to high ranks in the armed forces. Fingers have been pointed over and over again on the performance of corps commanders and army commanders, particularly in Jammu & Kashmir, right from the days of the Kargil War of 1999.

          The reasons for this present Uri debacle is being placed squarely on the laps of the Army Commander Northern Command and the 15 Corps Commanders under him. The men are accusing them of over cautiousness. They are blaming the tight operational restrictions placed on them in the actual war like situation which exists there. They feel their hands are tied. Above all they fear that the senior officers will throw them to the wolves to save themselves.

          Some army spokesmen have stated that the attack on 31 Artillery Regiment came at 3 am at which time there is no civilian movement and soldiers were free to open fire. This argument is vacuous.

          Could it not have happened that suspicious movements of these terrorists were noted by some jawans or police men on previous day(s) and let pass because they did not want to ‘stick their necks out’? If they had been confident of support of the top brass their actions could have averted the Uri tragedy.

          The way these two general officers have conducted themselves of late has gone to make it clear that if there is public outcry against the action of troops they cannot expect the generals to back them even if such actions were correct. This message has emerged clearly from recent events.

          On 3 Nov 2014 two Kashmiri young men, probably fidayeen, crashed through two check points near Chattergam village in Anantnag district of South Kashmir. In an attempt to stop them the men of 53 Rashtriya Rifles manning the next check point, which had been erected in connection with the Prime Minister’s visit, shot at the car. In the resulting accident the gate crashers died.

          The army ordered a court of inquiry which promptly and illogically found nine soldiers culpable. It does not take much to realize that this finding was solely for the sake of quelling protests. This was followed by the army commander and the corps commander publicly admitting that ‘the army had made a mistake’.

          Days later on 13 Nov 2014 a summary-general-court-martial (SGCM) sentenced five army men, including two officers, for killing three ‘innocent’ Kashmiris in what has come to be known as the notorious Machil Case. It is believed that the proceedings of that SGCM are awaiting confirmation and are at present resting on the table of the self same army commander who publicly apologized in the Chattergam incident.

          Knowing his ‘political’ outlook it is easy to guess how he will wield his confirmation powers. If he does what we think he will do and ‘plays to the gallery’ all initiative will be sucked out of the troops and they will be mere gun fodder in the designer war being carried out by Pakistan.

          The point is Indian generals should not play politicians. They are neither trained to do so nor or they paid for it. And if they do they will defeat the Indian Army.

          Now, there is only one way to restore the professional confidence of army men despite the feeble generalship we are blessed with, and that is to look seriously towards the Machil Case. Once the proceedings of the Machil Case are confirmed those who are convicted are sure to appeal in civil courts.

          It is then that we should provide them with moral, physical and financial support so that they make a strong defence case with the best lawyers. Simultaneously we should raise such a hue and cry till we draw the attention of the courts and they take a serious view and find ways to provide swift and imminent justice to the affected soldiers.

The said article is defamatory, derogatory, insulting and paints me in bad light. The taunting and sarcastic tone and tenor of the said article is writ large on the face of it. Jagdish Singh : In one of the offices, I have worked, I suggested to my boss, to devise and distribute forms, in which subordinates will give us their views about seniors. He disagreed totally, saying that govt. doesn't require us to do that. On being told that this will b only internal and will give us a chance of self appraisal and self improvement. He replied, he can anticipate that he himself will be called arrogant and uncivil. On being asked, then why he doesn't try to mend his ways, he said it brings respect and discipline.
