You are aware that the Panjab University had earlier brushed UGC
Regulations, 2013 (2nd Amendment) on “CAPPING” under the carpet to
give undue promotions under CAS to the ineligible favourites,
misappropriating public exchequer without any checks and controls.
Although the Governing Bodies (Senate & Syndicate) had approved these
financial irregularities, but thanks to the cognizance taken by the
Audit Department of Chandigarh Administration and subsequent denial of
UGC to allow any dilution in its norms that the illegal action of
Panjab University stood unapproved and the University has been
directed to implement “Capping” and review all promotions with
recovery of money that has been illegally released to the ineligible
promotees.
However, since the Vice-Chancellor Prof Arun Kumar Grover and all
other offenders whosoever were involved in such financial
irregularities have managed to go scot free without facing action for
their acts of commission and omission, this has encouraged the higher
authorities of the University to acquire immunity from facing action
and commit further such financial irregularities again, as narrated

Civil Society organizations, educationists and NGOs have demanded to retain NO Detention Policy and strengthening of RTE Act, 2009 to avoid drop outs and increase the number of children out of schools. A collective meeting of different organizations was held today at Durga Bai Deshmukh Hall, Lodi estate, New Delhi. Meeting has resolved that “this is a myth that quality of education is compromised due to the introduction of policy of No Detention of children in the same class till completion of class 8 otherwise termed as elementary education. Such a view has been expressed by few members of CABE and Bhukkal Committee. But it is important to note in this context that several studies reveal that even after five years of the enactment of the RTE Act, 2009 less than 10% schools are RTE complaint; CCE is not implemented in true sense, 1.2 Million teacher posts are vacant across the country, teacher training institutes are paralyzed and more than 8% schools are single teacher school. Then, how can one claim that learning level is not improved while complete implementation of the RTE Act in letter and spirit is still miles away from its goals?”

Despite global resolve for its prevention, it continues to be an accepted and practiced tool for dominance. While the definition of torture is contested among organisations and academicians, what is agreed is that torture involves both physical and psychological methods of causing pain, distress or harm. Limited project based findings have highlighted the scale of its prevalence and institutional shortcomings in preventing torture, accessing justice and rehabilitation of the survivors. Unwillingness by the states to recognize its prevalence and address it has strained relationship between state and citizens.

Delhi Orthopaedic Association (DOA) believes that for cutting down road accidents it is necessary to have compulsory traffic training at secondary school level; the association also plans to give a petition to Delhi Government in this regards. Indian Orthopaedic Association (IOA) has marked this year for ‘Road Safety’ on the occasion of “National Bone & Joint Day 2015”. DOA, Delhi chapter of IOA is running an awareness campaign to highlight menace associated with road accidents. Association is placing road safety awareness posters in doctor’s clinics & hospitals and plan to visit Road Transport Offices to propagate best practices amongst learner licensees. DOA will also be running a school program to educate the kids about road safety and first aid.

The two-month long crowdfunding campaign for the remake of the cult film directed by Saeed Mirza starring Naseeruddin Shah, Shabana Azmi and Smita Patil starts on August 3rd. As per an estimate, urban India generates 188,500 tonnes of municipal solid waste per day - 68.8 million tones per year and expected to grow at 1.3% per capita p.a. - and waste generation increases by 50% every decade. Some of this waste will be recovered by informal recyclers - 20% in large cities and less in smaller cities. However, more than 80% reaches open dumpsites where it causes damaging public health, deteriorating the environment, and causes climate change. With the growing urbanization, the quantity of domestic waste that is going to be generated would be alarming.

THE ECONOMICS OF NET NEUTRALITY : Enforcing Net Neutrality: A continuous monitoring challenge
New Delh : The Indian Legal Foundation (TILF) in association with Grandmasters India conducted a Brainstorming and Forum Discussion in India Habitat Center, Lodhi Road, New Delhi. This day-long session focused on the various aspects of Net Neutrality. As the Department of Telecom (DoT) panel lead by Shri A.K. Bhargava released its report on Net Neutrality, there still remained concerns among the Free Internet proponents about the enforcement of Principles of Net Neutrality. The DoT panel suggestions on enforcing Net Neutrality included enacting a law, amending Licensing Conditions, creating a DoT monitoring cell and also creating training institutions to monitor Net Neutrality violations. However, all of these seem to be soft approaches for bigger violations that impact Principles of Net Neutrality. There seems to be no recommendations on quantum of penalty or punishments in case of deliberate violations on Net Neutrality.

Protest against the Malwani Hooch tragedy in Mumbai
Delhi : Naujawan Bharat organized a protest demonstration today at the Maharashtra Sadan protesting against the Malwani Hooch tragedy in Mumbai. Malwani Hooch Tragedy is one of the worst hooch tragedies in the history of Mumbai. Malwani Hooch tragedy took place on 17 June 2015 in Malwani. When about 200 people lost their lives after consuming spurious alochol, many lost their eyes and some are still in hospital. Pakistan detains Zakiur Rehman Lakhvi for 3 more months
A day
after Pakistan's anti-terrorism court granted bail to Zakiur Rehman
Lakhvi, a key planner, facilitator and executer of the November 26
Mumbai attacks, the government detained him under the Maintenance of
Public Order (MPO) rules for three more months at Rawalpindi's Adiala
Jail on Friday.
The government has also decided to challenge the decision of Lakhvi's bail approval in the high court. "I will challenge the bail approval in Islamabad High Court on Monday," said Muhammad Azhar Chaudhry, government's prosecutor in the Mumbai attacks case.
Lakhvi's bail plea was accepted by the anti-terrorism court on Thursday and had set surety bonds of Rs 500,000 ($5000) for his release. He, however, was not released and the government on Friday ensured his detention under MPO, Chaudhry said. His arrest order under MPO came from the interior ministry, a jail warden confirmed.
While New Delhi strongly reacted to Lakhvi's bail release, the decision was also widely condemned on social media in Pakistan.

The timing of the decision was controversial as it came two days after the bloodiest incident of school carnage in Peshawar.

Lakhvi is among the seven persons charged with planning and helping carry out the 2008 Mumbai attacks that killed 166 people during a 60-hour siege in November 2008.
The seven accused - Lakhvi, Abdul Wajid, Mazhar Iqbal, Hamad Amin Sadiq, Shahid Jameel Riaz, Jamil Ahmed and Younis Anjum - are facing trial at the Adiala Jail in Rawalpindi.

Parliament condemns bail to Lakhvi
India on Friday rejected Pakistan's contention about insufficient evidence against Mumbai attack mastermind Zakiur Rehman Lakhvi and asked it to ensure reversal of bail granted to him as Parliament expressed outrage over the development and condemned it.
As members raised the issue in Lok Sabha, Prime Minister Narendra Modi said the bail granted to Lakhvi on Thursday has come as a "shock" to all those who believe in humanity worldover, particularly after every Indian shared the pain of the massacre of Pakistani children in Peshawar on Tuesday.
The Lok Sabha adopted a quickly-drafted resolution condemning the bail granted to Lakhvi and asked the government to take "all steps in its power, including through its relations with foreign countries, to put pressure on Pakistan to bring this matter to a satisfactory conclusion."
As the House stood as one on the issue sinking differences, Modi said India immediately conveyed its sentiments in the "strongest terms" to Pakistan and the future actions will take into account the agitated feelings expressed by the MPs.
Referring to the massacre in a school in Peshawar, he said, "The pain felt in India was no less than that felt in Pakistan. Every Indian had tears in eyes... But immediately after that this kind of behaviour has come as shock to all those who believe in humanity."
He assured the House that the sentiments expressed by the members will be reflected in government's actions on the issue.
Immediately after, external affairs minister Sushma Swaraj made a statement, saying, "We reject this argument that there is lack of adequate evidence."
She said by allowing bail to Lakhvi, Pakistan has made mockery of its pledge to fight terrorism "without any condition or discrimination" and asserted that Pakistan should immediately get this decision overturned.

Sometimes I am really sad on reading your comments on fb.
I have repeatedly said that 99% Pakistanis ( like 99% Indians ) are good people.
In
response some of you furiously attacked me, saying that we can never be
friends with Pakistanis, that they are barbarians and terrorists, that
they never sympathised with the 26/11 killings in Mumbai, that they
persecute Hindus, Christians, etc, some asking where did I get the
statistic of 99%, etc
I told you that I am a humble disciple
of the great French thinker Rousseau, and my teacher taught me that men
are good by nature, and my experience in life has confirmed the truth
of Rousseau's statement. I found from my 69 years experience in life
that 99% people are good.
However, my teacher also said that
good people are often corrupted by society and wicked people, and that
is why some Pakistanis do bad things ( like some Indians ).
As
for statistics, these can always be manipulated. So I often do not rely
on them,but choose to rely instead on my own experience in life.
So I often get sad and exasperated when you people make such silly comments.
I
am your teacher, who wishes to teach you the truth and good things. I
am your teacher not because I am inherently superior in intellect to you
( I am sure that when you reach my age many of you will become far
superior to me ), but because of the knowledge I have acquired after
tremendous study and reflection over half a century
But when
you people do not understand what I say even after I have repeatedly and
patiently explained all this to you I sometimes feel that I am wasting
my time, and that you are unworthy pupils who will never learn.
But
then I think, these are good people whose minds have been brain washed
by decades of false propaganda, so i must continue to be patient and not
loose my cool, and must continue patiently explaining the truth. It is
because I really love you and am really concerned about your welfare
that I continue on this path. Otherwise I would have abandoned you long
ago, and retreated into silence and solitude. After all, I am not
getting any personal benefit by teaching you, and often even get
brickbats.

Blood Donation Drive to express solidarity with victims of Peshawar
Attack is being organized by Aaghaz-e-Dosti and Aman Ki Asha, campaigns
of Indo-Pak Peace and Friendship and Gandhi Global Family GGF.
It
is observed that in this moment, there is a need to register the
solidarity with people of Pakistan, as it was an attack upon humanity
through which we all are associated regardless of all region, religion
or any other identity. People in India and Pakistan are close to each
other by heart, schools and organizations in all over India had already
expressed their solidarity through observing silence, candle vigils and
other ways.
We,
as a campaign, have seen a flood of messages on our social media
accounts and emails from various people to express their solidarity.
Now, we are organizing a blood donation camp to express our solidarity
and to provide a space to everyone to come and to register their
solidarity. With the blood donation, there is a message of love and duty
that we all keep within our hearts towards another human being.
With
this blood donation drive, we are protesting against those who do not
respect lives, as we know that our blood will be helpful for lives who
are in need. Blood donation drive is a purposeful towards spreading the
message of peace, friendship and unity, towards standing together with
the feeling os ‘us’. It is true that these blood, that will be donated
on the day by people of various identities in terms of religion, region
and others, will be utilized by people who are in need regardless of
their identity.
By
this way, we are also trying to give message that we all are part of
human family and all other identities have been made by us, only to
facilitate us, rather than to create hatred and fight. We all believe
in the society full of love, humanity, peace and unity.
