सातवें वेतन आयोग के सचिव समिति पर केंद्र से जवाब तलब

भारत सरकार द्वारा सातवें वेतन आयोग के अध्ययन हेतु गठित सचिव स्तरीय समिति के सम्बन्ध में आईपीएस अफसर अमिताभ ठाकुर की याचिका पर केन्द्रीय प्रशासनिक अधिकरण (कैट) की लखनऊ बेंच ने आज केंद्र सरकार से 10 दिनों में जवाब माँगा है.



नवनीत कुमार और जयति चंद्रा की बेंच ने यह आदेश अमिताभ और केंद्र सरकार के अधिवक्ता बी बी त्रिपाठी को सुनने के बाद जारी किया और सुनवाई की अगली तिथि 15 फ़रवरी नियत की. अमिताभ ने याचिका में कहा है कि सातवें वेतन आयोग के अध्यक्ष जस्टिस ए के माथुर और सदस्य डॉ रथिन रॉय ने यह संस्तुति की थी कि आईएएस तथा आईपीएस एवं अन्य सेवाओं के मध्य सेवा में समानता रखी जाये जबकि उसके रिटायर्ड  आईएएस  सदस्य विवेक रे ने आईएएस की श्रेष्ठता बरक़रार रखने की संस्तुति की.

अमिताभ के अनुसार  आयोग की संस्तुति के अध्ययन हेतु बनायीं गयी सचिव समिति में 13 में से 09 सदस्य आईएएस  अफसर हैं. उन्होंने कहा कि प्राकृतिक न्याय के सिद्धांत के अनुसार कोई व्यक्ति अपने मामले में निर्णयकर्ता नहीं हो सकता, अतः उन्होंने आईएएस, आईपीएस एवं अन्य सेवाओं के मध्य सेवा शर्तों की समानता के सम्बन्ध में अध्ययन किसी निष्पक्ष समिति द्वारा कराये जाने की प्रार्थना की है.

Reply sought in 7th Pay Commission Secy level Committee

The Lucknow bench of Central Administrative Tribunal (CAT) today sought response from the Government of India in the petition filed by IPS officer Amitabh Thakur challenging the Secretary level empowered committee formed to study the recommendations made by the seventh pay commission. The bench of Navneet Kumar and Jayati Chandra passed this order after hearing Amitabh and Union counsel B B Tripathi, fixing 15 February as next date of hearing.

Amitabh said in the petition that the Chairman of this Commission Justice A K Mathur and member Dr Rathin Ray recommended equality in pay and other structures for IAS, IPS and other services but retired IAS member Vivek Rae recommended that superiority of IAS shall remain.

He said the Secretary level Committee studying these recommendations has 13 members of which 09 are IAS officers. He said it is against principle of natural justice for any person to be a judge in his one’s own cause, hence the comparative service condition of IAS, IPS and other services shall be decided only by an independent committee having no member from these services.
