भोपाल : भारत को साम्राज्यवाद नहीं, अपने प्रभाव को बढ़ाने की आवश्यकता है। आज से दो हजार वर्ष पूर्व भारत का प्रभाव क्षेत्र चीन, विएतनाम, कम्बोडिया, थाईलैंड, इंडोनेशिया, अफगानिस्तान तक था और हमारी संस्कृति का पूरा विश्व सम्मान करता था। इसके प्रमाण विश्व के कई देशों में आज भी हमें देखने को मिलते हैं। आज पुनः उस प्रभाव और सम्मान को वापस प्राप्त करने की आवश्यकता है। इसके लिए हमें अपनी आंतरिक एवं बाह्य सुरक्षा रणनीति के विषय में जनमानस के बीच जागरूकता लाने की आवश्यकता है। यह विचार आज पत्रकारिता विश्वविद्यालय में पं. माखनलाल चतुर्वेदी की पुण्यतिथि की पूर्व संध्या पर आयोजित व्याख्यान में छत्तीसगढ़ के पूर्व राज्यपाल श्री शेखर दत्त ने व्यक्त किए। कार्यक्रम के दूसरे वक्ता डॉ. शेषाद्रि चारी ने अपने विचार रखे। कार्यक्रम की अध्यक्षता विश्वविद्यालय के कुलपति प्रो. बृज किशोर कुठियाला ने की।


श्री शेखर दत्त ने कहा कि दो हजार वर्ष पूर्व आदि शंकराचार्य ने भारत राष्ट्र की कल्पना की थी और इसके प्रमाण हमें अपने धर्मग्रंथों में मिलते हैं। रामायण एवं महाभारत में एक वृहद भारत नजर आता है। पूरे इंडो-चाईना क्षेत्र में भारतीयता का प्रभाव था। सामरिक एवं भौगोलिक दृष्टि से हिन्द महासागर पर भारत का नियंत्रण आवश्यक है, जो हम नहीं कर पा रहे हैं। रणनीतिक दृष्टि से हमें विएतनाम के साथ अपने संबंधों को बेहतर बनाना चाहिए। जिस तरह चीन ने कूटनीतिक दृष्टि से पाकिस्तान को साधा है, ऐसा ही हमें अन्य देशों विएतनाम, कम्बोडिया, मलेशिया, थाईलैंड, बाली, सुमात्रा आदि के साथ करना चाहिए। उन्होंने कहा कि हमें पत्रकारिता के विद्यार्थियों को रणनीतिक पत्रकारिता सिखाना चाहिए। हमारी आज की पीढ़ी सामरिक विषयों के बारे में अनभिज्ञ है। हमें ऐसे पाठ्यक्रम संचालित करने चाहिए जिसमें ऐसे विषयों का अध्ययन कराया जा सके। वृहद भारत की परिकल्पना केवल एक शक्तिशाली राष्ट्र का निर्माण ही नहीं करेगी, बल्कि आर्थिक, सामाजिक एवं सांस्कृतिक रूप से भी भारत और सशक्त हो सकेगा। विश्व का नेतृत्व करने के लिए यह जरूरी है।

कार्यक्रम के दूसरे वक्ता वरिष्ठ पत्रकार एवं आर्गनाइजर के पूर्व सम्पादक डॉ. शेषाद्रि चारी ने कहा कि हमें रणनीतिक सुरक्षा का विषय सिर्फ देश के प्रशासकों एवं सेना पर नहीं छोड़ना चाहिए, बल्कि इसे जनमानस के बीच में लेकर जाना चाहिए और इसके लिए नेशनल सिक्योरिटी डॉक्युमेंट बनाने की आवश्यकता है। 1857 के प्रथम स्वतंत्रता संग्राम से लेकर देश की आजादी तक अनेक अवसर ऐसे आए जब हम सुरक्षा रणनीति पर चिंतन करते हुए भारत के प्रभुत्व को बढ़ा सकते थे, परंतु हमने इन अवसरों का लाभ नहीं उठाया। उन्होंने स्वामी विवेकानंद, बालगंगाधर तिलक आदि महापुरूषों के राष्ट्रीय सुरक्षा के चिंतन पर प्रकाश डालते हुए कहा कि विगत 100 वर्षों के इतिहास में रणनीतिक चिंतन का पूर्ण अभाव रहा है। इसका परिणाम यह है कि आज आंतरिक एवं बाह्य सुरक्षा चुनौतियाँ हमारे सामने सिर उठाए खड़ी हैं। संयुक्त राष्ट्र संघ में स्थायी सदस्यता का एक बहुत ही सुनहरा अवसर भारत के पास आजादी के ठीक बाद आया था, जिसे हमने अपनी नादानी से गंवा दिया, आज हम उसी स्थायी सदस्यता के लिए अंतरराष्ट्रीय मंचों पर समर्थन जुटा रहे हैं।

अध्यक्षीय उद्बोधन में विश्वविद्यालय के कुलपति प्रो. कुठियाला ने कहा कि भारत की सुरक्षा रणनीतिक की शुरूआत भारत के सांस्कृतिक प्रभुत्व को पुनः स्थापित करने के साथ हो सकती है और इसके लिए हमें अखण्ड भारत की परिकल्पना की ओर जाना होगा। इसके लिए जनजागरण आवश्यक है। साथ ही हमें वृहद भारत के निर्माण के लिए संचार रणनीति बनाने के लिए सोचना होगा। भारत को प्रकृति ने ऐसा वरदान दिया है कि हमें विश्व का मार्गदर्शन करना चाहिए, परंतु एक हजार वर्षों की गुलामी ने हमें यह भुला दिया है कि हम विश्व का नेतृत्व कर सकते हैं। आज इस चेतना को फिर जगाने की आवश्यकता है। इसके लिए हमें संवाद का स्वराज स्थापित करना होगा।

यह वर्ष पत्रकारिता विश्वविद्यालय का रजत जयंती वर्ष है। इस कार्यक्रम में विश्वविद्यालय के रजत जयंती ‘लोगो’ का अनावरण अतिथियों द्वारा किया गया। कार्यक्रम का प्रारम्भ दीप प्रज्ज्वलन एवं सरस्वती वंदना से हुआ। कार्यक्रम का विषय प्रवर्तन विश्वविद्यालय के डीन अकादमिक डॉ.  सच्चिदानंद जोशी द्वारा किया गया। कार्यक्रम का संचालन जनसंचार विभाग के अध्यक्ष श्री संजय द्विवेदी ने एवं धन्यवाद ज्ञापन विश्वविद्यालय के कुलाधिसचिव श्री लाजपत आहूजा ने किया। कार्यक्रम में नगर के गणमान्य नागरिक, मीडियाकर्मी, विश्वविद्यालय के शिक्षक एवं अधिकारी उपस्थित थे।

Lecture organised at Journalism University on ‘security strategy of nation’

Bhopal : India needs to increase its effects and not imperialism. Two thousand years ago from today, China, Vietnam, Cambodia, Thailand, Indonesia, Afghanistan and others were all in the impact area of India and our culture was respected throughout the world. The evidence of this is seen in many countries of the world even today. The need, today, is to regain that lost glory and impact. For this, the need is to bring awareness among the people the strategies about internal and external security of the country.  These views were expressed by the former Governor of Chhattisgarh, Shri Shekhar Dutt while addressing a lecture on the eve of death anniversary of Pt. Makhanlal Chaturvedi by Makhanlal Chaturvedi National University of Journalism and Communication in Bhopal. The other speaker on the occasion was Dr. Sheshadri Chari who expressed his views on the occasion. The function was presided over by the Vice-Chancellor of the University Prof. Brij Kishore Kuthiala.

          Shri Shekhar Dutt, in his address, said that Aadi Shankarayacharya had imagined of India as a nation 2000 years ago evidences of which could be found in our religious mythologies. A vast India could be seen in Ramayana and Mahabharata. The effects of Indianism were prevalent in whole Indo-China. From military and geographical point of view, it was imperative to have India’s control over Indian Ocean which we are not able to do. Strategically, we need to improve our relations with Vietnam. The way China has maintained a diplomatic relationship with Pakistan, in the same way, we need to have similar relationships with Vietnam, Cambodia, Malaysia, Thailand, Bali, Sumatra and others.  He said that we also need to teach strategic journalism to journalism students as today’s generation of the country are completely unaware about the strategic and military subjects. Therefore, we need to run courses which incorporate these subjects. The concept of vast India would not only make India a powerful nation but would empower India on all fronts like economic, social and culture which is important to lead the world.

          The other speaker of the function, senior journalist and former Editor of Organiser, Dr. Sheshadri Chari said that we should not leave the subjects of strategic security completely on administrators and military but they should be brought to the common men for which the need is to prepare a National Security Document. Since the first war of independence in 1857 till country’s freedom, there were several occasions where in we could have thought over the strategic security and increased India’s dominance but we could not. Underlining the ideas of great persons like Swami Vivekananda, Balgangadhar Tilak and others he said in last 100 years, there has been dearth of thought processes on the national security. As a result of this, the issues of internal and external security are posing huge challenge before us. We had a golden opportunity to get permanent membership in Security Council of United Nations Organisations (UNO) immediately after independence which we let go due to our immaturity and today we are gathering support for the same on international platforms.

          While presiding over the function, Vice-Chancellor, Prof. BK Kuthiala said that security strategy of the country could be begun with the establishment of India’s cultural dominance for which we will have to move towards the concept of Integrated India. Mass awareness is quintessential for this. Besides, we will also have to prepare communication strategies for the architecture of vast India. The nature has blessed India in such a way that we could have been guiding the world but slavery of 1000 years have made us forget that we are capable of doing so. Today, the need is to awaken this conscience once again. For this, we will have to establish a Swaraj of communication.

          This year is the silver jubilee year of the Journalism University. The silver jubilee ‘Logo’ of the university was released by the guests present on the occasion. The programme began with the lighting of the traditional lamp and recitation of Saraswati Vandana. The introduction of the function was given by Dean Academic, Dr. Sachchidanand Joshi. The function was coordinated by Head of Mass Communication Department, Shri Sanjay Dwivedi while the vote of thanks was proposed by Rector, Shri Lajpat Ahuja. Among those present on the occasion were dignitaries from the city, media persons, teachers and officers of the university.
